Rafael Antonio Martínez Portillo

Head of Area in the Telecommunications and Audiovisual Sector Directorate of the National Commission for Markets and Competition, specializing in the analysis of retail telecommunications, internet, and audiovisual markets, with more than 20 years of experience in the sector. He is also a professor of Telecommunications Regulation and Policy in various degree programs at Carlos III University in Madrid, and a lawyer (member no. 41,436) at the Barcelona Bar Association (ICAB).
He holds degrees in Law, Economics, and Business Administration and Management (Carlos III University of Madrid), as well as several postgraduate degrees and executive programs related to the legal, economic, and technical aspects of new technologies. He participates in the working groups of BEREC (Board of European Regulators for Electronic Communications) on the regulation of digital platforms, and collaborates as a guest lecturer in postgraduate programs at various academic institutions.
